1. It will boost her self esteem if she gets highlights, especially if she's wanted them for a while
2. They're very pretty; and since she's thirteen, only allow her to get highlights a few shades darker or lighter than her natural haircolor.

She is 13! she is starting to care more about her appearance and if responsible enough would probably be mature enough to take care of her hair.
Cons; Money issues and roots in the future(around 4 months is when she should get the highlights or lowlights re done unless they are red) just because red fades.

When i got mine done at 13 i had to pay for it and yes it did look good, but you have to touch it up everytime you go to the salon or else it will look pidddiful. I wanted them so bad but after all i hated them after a while. SO i just decided to darken all my hair with a semi permenent which will wash out in about 3 months and is so much better for your hair than regular die. I hoped this helps =]

She's still at a young and impressionable age. Letting her have her hair highlighted tells her that external appearance is more important than developing her intelligence and personality.
Pros: She wants it so pro. She would have something to talk about with her friends. Seeing your saying no, she wants it even more now, so no arguement. It will make her feel better inside.
Cons: Really only the cost. Who cares if she wants highlights really.

i dont understand why she wouldn't be able to get highlights, it's her body and she should be able to try and style herself the way she wants so she can find out who she really is, which can take a life-time to figure out.
